FYBA's Rules and Regulations
The Foxborough Youth Basketball Association has adopted the following Rules and Regulations
The mission of this corporation is to promote the sport of basketball for the school age youth in the town of Foxborough including training, instruction, coaching, practice and competition by and between teams sponsored by this corporation. The purpose of these Rules and Regulations is to further that Mission and support the goal of the Foxboro Youth Basketball Association to help youth in the program to develop with positive attitudes about self esteem, sportsmanship and team play; to promote having fun while learning to play competitive basketball; and to field competitive teams that are able to win at a level in which they are placed.
The primary intent of the FYBA is to promote the sport of basketball for the school age youth in the town of Foxborough. In determining whether or not a youth is a resident of Foxboro or otherwise eligible to participate in an FYBA league, the FYBA will consider youth who reside in Foxboro on a full or part-time basis at the home of a custodial parent or guardian as a resident for purposes of its programs.
In addition, the FYBA will consider a player eligible who lives in another town if that town has no team or no opening on a team at the player's age level. In that event, that youth may play on an appropriate team in Foxboro.
Any player seeking to play in Foxboro who is not a resident of Foxboro as provided above shall first seek permission from the FYBA Board of Directors. Requests for a residency waiver should be submitted in writing to the Registrar prior to the registration deadline posted for each season.
High School age or grade players whose name appears on the initial roster of any of the varsity high school basketball teams are ineligible to participate in the FYBA program that season.
Eligibility for inclusion on a travel team playing in organized league such as the Metrowest Basketball League or other such league will be determined in accordance with the rules and regulations of the involved league.
All enrolled participants must play at least fifty percent (50%) of the regular scheduled games to be eligible to participate in the playoffs. Exceptions to this requirement will be made for verified injury or illness.
Program Fees for participation are as determined by the FYBA Board of Directors annually and posted in its Hoopla Newsletter.
The cost, if any, of uniforms to program participants will determined annually by the FYBA Board of Directors and posted in its Hoopla Newsletter.
Participants who withdraw from any FYBA Program prior to the first scheduled game of the season will be provided a full refund of all program and/or uniform fees paid.
In order to facilitate and promote the involvement of Foxboro youth in its programs, the FYBA may waive program and/or uniform fees for any participant based upon need. The waiver of such fees shall be considered a scholarship. The request to waive any such fee may be made by any Board Member to either the President or the Vice President. The President and/or Vice President shall determine if the required criteria are met and shall notify the Registrar and Treasurer of the scholarship granted.
Dates of registration for FYBA programs will be posted annually in the Hoopla Newsletter.
The Hoopla Newsletter and any other registration notices shall be published and distributed at or near the beginning of the school year.
Number of Scheduled Sign-ups Advertising
The FYBA shall endeavor to have three (3) or more registration dates at times and locations calculated to accommodate the maximum amount of its participants. The Hoopla Newsletter and any other notices shall be published, distributed and advertised as determined by the Board of Directors annually.
In order to facilitate and promote the involvement of Foxboro youth in its programs, the FYBA will accept registrations after the last of the scheduled registration dates. All late registrations will be assessed a late fee as determined by the Board of Directors. Persons submitting a late registration will be permitted to participate to the extent that the FYBA program has available space. If no space is available at the time of such late registration, the prospective participant will be placed on a wait list. If there is later an opening in the desired program, the wait listed participant will be permitted into the program.
The FYBA Town Program will comprised of the following seven (7) divisions:

The number of teams in each town program division will be determined by the number of players registering and the availability of qualified coaches.

The number of players on each town league team shall be determined by the number of players registering and the availability of qualified coaches.
Boys C Ages 8 and 9
Boys B Ages 10 and 11
Boys A Ages 12 and 13
Boys Sr. Ages 14 thru 17*
Girls C Ages 8 and 9
Girls B Ages 10 thru 12
Girls Sr. Ages 13 thru 17*
All ages are as of September 1 of the year of registration
* An eighteen (18) or nineteen (19) year old, if then currently enrolled in high school, will be permitted to participate in the senior division
The director for each Town League division will provide to the Board of Directors a list of persons who have expressed an interest in coaching prior to the beginning of each season, together with the Division Directors recommendation as to which coaches should be given a team as a Head Coach.
The Board of Directors will then consider each candidate, his or her experience and aptitude and determine by majority vote which candidates will be approved as Head Coach for the season.
Assistant coaches will not be selected until after the draft of the teams. At that time, the Division Director will provide to the Board of Directors a list of persons who have expressed an interest in coaching prior to the beginning of each season, together with the Division Directors recommendation as to which coaches should be given a team as an Assistant Coach.
The Board of Directors will then consider each candidate, his or her experience and aptitude and determine by majority vote which candidates will be approved as Assistant Coaches for the season.
All players registered to play in the Town League Divisions will be given an opportunity to try-out for the head coaches at a date, time and location which shall be posted and distributed in the Hoopla Newsletter. The purpose of the Town Team try-outs is to evaluate the relative ability of the players so that the teams may be selected with a view to having a competitively balanced league.
The selection of teams in each town league division will be done through a draft administered by the league Director. The head coaches shall preliminarily determine the top rated players in their division by consensus and ensure that there is an even distribution of these players through the league to ensure that there are balanced teams. Each team will then draw numbers to determine the draft sequence, which sequence shall be reversed following every other round of players selected. The coaches will re-draw selection numbers to start each odd-numbered draft round. This sequence will continue until all players are placed on a team.
Each Town League team will be allotted practice time in accordance with available gym space, on dates and times determined by the League Director and/or the Board of Directors schedule coordinator.
Rules of Play Playing Time
Minimum playing times are required in all town leagues.
Playing time minimums are set as follows:
C League Twelve (12) minutes per game, based upon a twenty-four (24) minute game with a ten (10) player roster. Generally, no player should play more than three (3) minutes more than any other player.
In the C League, zone defenses are not permitted and the teams may not press. In order to enforce the application of this rule, no double teaming will be permitted outside of the lane. There are no three point shots in the C-League and the foul line shall be moved to a point ten (10) feet from the basket. During foul shots, it shall not be a lane violation for the shooter to cross the foul line, provided he or she is not moving forward to rebound a missed shot.
B League Ten (10) minutes per game based upon a twenty-six (26) minute game.
In the B League, teams may utilize any type of defense. Pressing is restricted to the last two (2) minutes of each half
A and Sr. League Ten (10) minutes per game based upon a thirty (30) minute game.
The A and Senior Leagues play is governed by the MIAA rules.
Uniforms Game Attire
Each player participant will be provided a team t-shirt, which t-shirt must be worn as a team uniform. It is specifically provided that the team t-shirt may not be altered in any manner. If shorts are issued, they must be worn as part of the uniform.
The board of directors may adopt such other rules or regulations concerning the uniforms to be worn by the player participants as may be necessary from time to time.
While not part of the FYBA Town League program, coaches and players may from time to time organize involvement in a tournament run by another league, association or organization. To the extent a Town League wishes to participate in such a tournament, the coach and players are responsible for any costs associated therewith.
Play-offs for each Town League division shall be as determined by the Division Director.
Travel teams are organized based upon school grade attended or as otherwise dictated by the travel league rules and regulations
Number of Teams
The number of travel teams each season will be determined by the board of directors, based upon the number and quality of players available and the availability of qualified coaches. Teams will generally be restricted to no more than one (1) team per school grade, grades four (4) through eight (8).
Number of Players
The number of players on each travel team will be determined by the head coach of the team.
All players interested in participating in the Travel Team program will be given an opportunity to try-out for the head coach(es) at a date, time and location which shall be posted and distributed in the Hoopla Newsletter. The purpose of the try-outs is to evaluate the relative ability of the players so that the coach(es) may select players with a view to having the most competitive team.
Subject to the availability of gym time, travel teams will be provided two (2) practice times per week. The dates, times, location and duration of those practice times will be determined by the director charged with scheduling and/or the director overseeing road teams.
Travel teams are considered to be at an advanced level of play. Accordingly, players will participate in games as needed, and as determined by the coach. Coaches are encouraged to play all players in every game, however, competitiveness is permitted to be the determinative factor for playing time.
Uniforms Game Attire
Each player in the travel program will be provided a uniform for his or her use during the season. The board of directors will determine the cost, if any, to be assessed to each player for their uniform. The uniform will be comprised of a jersey and shorts of a design and color determined by the board of directors. Each player is responsible for the care, cleaning and maintenance of the uniform. If the uniform is lost or damaged, the player is responsible for the cost of replacement. The uniform must be worn during games and may not be altered in any way. Uniforms, unless otherwise noted, remain the property of the FYBA and are to be returned at the conclusion of each season.
Travel teams are encouraged to play in outside tournaments. The FYBA will reimburse the team for the cost of one entry fee for one (1) tournament each season.
Any person interested in participating as a coach of a travel team may apply for such position by contacting either the road team director or the board of directors. Application for or an expression of interest in coaching a travel team need not be in written form. Prior to player try-outs, the travel team director shall present to the board of directors a slate of coaching candidates for consideration. The travel team director shall refer all candidates to the board, including as a part thereof a list of recommended candidates. All persons expressing an interest and/or filing a written application for a coaching position will be considered by the board and each shall be notified of the action taken by the board.
Assistant coaches must also be presented to and approved by the board of directors. Assistant coaches will be selected after the teams are selected.
Following the player try-outs, the head coach shall make player selections. The coach must personally notify each player of his or her decision within three (3) days of the try-outs.
Rules of Play - Travel Team League(s)
The travel teams shall abide by the rules as determined by the league they are participating in.
Coaching education, retention and training
Persons selected to participate in our travel team program as coaches are subject to review at all times by the board of directors. At a minimum, each coach shall be reviewed at the conclusion of each season to determine whether their continued service as a coach is warranted.
A coach may be removed by the Board of Directors at any time if it is considered to be in the best interests of the FYBA, the team or its player participants.
The board of directors may from time to time appoint a member or members of the board to oversee the education program for coaches.
The FYBA is dedicated to maintaining fair and competitive in-town leagues. It is fundamental to the continued development and success of our in-town leagues that volunteer referees be recruited, trained and retained by the FYBA.
The board of directors may from time to time appoint a member or members of the board of directors to verse the referee program.
All participants in any FYBA program must undergo a criminal records background check. For purposes of this clause, the term participant includes any director, coach, assistant coach or volunteer having direct contact with any of the player participants.
Rules of the Game
The rules of play are based upon the MIAA high school basketball rules except as modified by each of our in-town leagues or as governed by the league(s) our travel teams might participate in.
Information Sharing with other programs
Information concerning the FYBA program participants may be shared at the discretion of the board.
Conduct and Discipline
In all dealings among players, coaches, referees, and administrators, FYBA relies on the honesty and integrity of each participant. The Sportsmanship Review Committee, at its discretion, will review reported breaches of this honor system and is empowered to take appropriate corrective measures.
Responsibility for Teams
At each game, each team must have a qualified coach, whose responsibilities shall include maintaining control and discipline over the team and its spectators. All head coaches and assistant coaches must be approved by the FYBA Board of Directors pursuant to these Rules and Regulations.
It shall be the responsibility of the FYBA to insure that it selects coaches who are not only qualified to coach, but who are also able to promote the highest levels of good sportsmanship and are able to maintain proper control and discipline of the team and its spectators.
Support for Referees
A. Persons Responsible for a Team Coach
It is expected that every person responsible for a team and each and every spectator and player will support the referee(s). This support is essential to the proper play of the game and to the development of our players. Failure to support the referees, especially by the person (s) responsible for the team, undermines the authority of the referee, sets a bad example for everyone else, especially the players, and can rapidly lead into a hostile, negative game environment which is entirely inconsistent with the sportsmanship goals FYBA is trying to promote. Therefore, the basic rule is that persons responsible for a team and spectators will not address the referee(s) in a derogatory, abusive or offensive manner at any time before, during or after the play of the game. This prohibition, its exceptions, and the penalties for violating it, are described below.
Coaches who have concerns about a referee's officiating may express those concerns orally or in writing to the referee assignor and/or the FYBA Referees Representative. They may not express those concerns directly to the referee.
Spectators will not address the referee(s) in a derogatory, abusive or offensive manner at any time before, during or after the play of the game.
Consequences of unbecoming conduct
If a member or members of a team, any person responsible for the team, or a team's spectators engage in unbecoming conduct before, during, or after a game, the offenders will be subject to discipline by the Sportsmanship Review Committee.
Consequences of Ejection
A. If the referee ejects a person from any game between two FYBA teams, that person will be automatically suspended from participating in the next FYBA game that his/her team actually plays. If the ejection is received during a FYBA playoff game, the person is suspended from the next FYBA playoff game. If the ejection was for violent conduct, fighting, or certain forms of serious foul play, the suspension will automatically be for two FYBA games. If a suspended person does participate in a game for which the suspension applies, the team will forfeit the game and this violation will be referred to the Sportsmanship Review Committee.
B. If a person receives a second ejection during a season, the matter will be referred to the Sportsmanship Review Committee, which may subject the offender to additional discipline.
C. If the ejection was for violent conduct, fighting, or certain forms of serious foul play, or if there are more than two (2) ejections in a game, the matter shall be referred to the Sportsmanship Review Committee for further action.
D. If a player leaves the bench area to take part in a fracas and is ejected by the referee, he shall be subject to additional discipline, by action of the Sportsmanship Review Committee.
The President will receive all referrals on sportsmanship issues, other violations of the constitution, bylaws, or rules that arise before, during, or after any FYBA games, and abandoned games requiring disposition. The President will decide if a particular issue will be reviewed; referrals will also receive a review if requested by five (5) FYBA board members. A quorum to review a particular issue shall consist of any three (3) members of the Sportsmanship Review Committee (SRC).
In addition to penalties specified in the constitution, bylaws, or rules, the SRC may impose such additional penalties as are judged to be appropriate to the severity of the issue, including suspension of participation, determination of forfeits, and decisions to replay games. Decisions and penalties imposed by the SRC will take effect immediately upon notification of the parties involved.
Decisions by the Sportsmanship Review Committee may be appealed only to the FYBA Board of Directors. Such appeals may be considered at a regular board meeting, or at a special board meeting if called by the president or at the request of five FYBA directors. The president may delay the imposition of penalties until a board meeting has been held to consider the appeal.
Codes of Conduct
Coachs Code of Conduct
In order to ensure that the principles of sportsmanship, fair play, skill development, and mutual respect among players, coaches, officials and spectators are the primary considerations governing competition, the following Code of Conduct has been established and adopted.
Each coach will ensure that his/her coaching conduct and communications with referees, spectators and game officials is reflective of the ideals established herein. To satisfactorily meet these responsibilities, the coach is expected to:
1. Know the rules and abide by them.
2. Instruct team members in the rules and coach his/her team in such a way as to motivate each player to compete according to the rules at all times.
3. Respect the game officials and refrain from questioning their decisions in a disrespectful or abusive manner.
4. Ensure that the players and spectators follow all building rules and regulations.
5. Ensure that fans of his/her team conduct themselves with sportsmanship and maturity at all times while in attendance at game sites; assist the game officials in maintaining control of spectators during the games.
6. Respect the coaches and players of the opposing team both during the play of the game and at its conclusion, win or lose.
7. Teach each player, especially through personal example, to be humble and generous in victory and proud and courteous in defeat.
8. Maintain control of his/her emotions and avoid actions, language, and/or gestures that may be interpreted as hostile and humiliating.
9. Instruct team support personnel (e.g., assistant coaches, scorekeepers, and timekeepers) in their responsibilities in accordance with established rules and procedures.
10. Realize, accept, and practice the principal that a teams reputation is built not only on its playing ability, but also on its sportsmanship, courtesy, and manner.
Parents Code of Conduct
The essential elements of character-building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring, and good citizenship. The highest potential of sports is achieved when competition reflects these "six pillars of character."
I therefore agree:
1. I will not force my child to participate in sports.
2. I will remember that children participate to have fun and that the game is for youth, not adults.
3. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others.
4. I will learn the rules of the game and the policies of the league.
5. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or other sporting event.
6. I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing and taunting; refusing to shake hands; or using profane language or gestures.
7. I will not encourage any behavior or practice that would endanger the health and well being of the athletes.
8. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence.
9. I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability.
10. I will teach my child that doing one's best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance.
11. I will praise my child for competing fairly and trying hard.
12. I will never ridicule or yell at my child or other participant for making a mistake or losing a competition.
13. I will emphasize skill development and practices and how they benefit my child over winning. I will also de-emphasize games and competition in the lower age groups.
14. I will promote the emotional and physical well-being of the athletes ahead of any personal desire I may have for my child to win.
15. I will respect the officials and their authority during games and will never question, discuss, or confront coaches at the game field, and will take time to speak with coaches at an agreed upon time and place.
16. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol and I will refrain from their use at all sports events.
17. I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team.
Players Code of Conduct:
1. Play for Fun!
2. Work hard to improve your results.
3. Be a team player get along with your teammates.
4. Learn teamwork, sportsmanship and discipline.
5. Be on time for practices and games.
6. Learn the rules, and play by them. Always be a good sport.
7. Respect your coach, your teammates, your parents, opponents and officials.
8. Never argue with the official's decision.
